The story follows Juliette Cai, the heir to the Scarlet Gang, and Roma Montagov, the heir to the rival White Flowers gang. These two feuding families have controlled Shanghai for years, but when a mysterious madness begins to spread through the city, killing people in gruesome ways, Juliette and Roma must set aside their hatred and work together to find the source of this strange threat.
